The BSS approach

Start with what the operation actually allows.

A process on paper describes intent. The operation under pressure shows what the system can really support.

01 / Reality

Recognition comes before intervention.

The branch already has an operating system. Some of it is designed. Some of it has emerged through workload, habit, local knowledge, workaround and pressure.

BSS begins by seeing that system clearly. Where does a decision move when the branch gets busy? What happens when stock truth becomes uncertain? What work is reopened? Which rule changes when service pressure rises? Where does the organisation depend on somebody remembering what to do next?

Recognition is useful precisely because it does not pretend to be authority. Seeing a weakness does not, by itself, grant permission to redesign somebody else's work or move the consequence of a decision.

02 / Authority

Responsibility needs somewhere safe to stand.

Permission to act and authority to own the consequence are not the same thing.

Before changing a rule, process or control, BSS asks who owns the decision, who carries the consequence, what sits inside the boundary of that authority and what happens when the condition expires.

  • 01Responsibility should not outrun control.
  • 02Authority should be clear enough to survive disagreement and pressure.
  • 03Temporary permission needs an end condition, not an assumption that somebody will remember.
  • 04Non-use remains a valid outcome when safe ownership is not present.

03 / Design

Then make the work easier to hold.

Where authority exists, the work can be shaped so that good operation depends less on memory, heroics and individual correction.

That can mean clearer hand-offs, stronger stock truth, explicit cut-offs, better checking, defined ownership, controlled procedures, relevant training or simple daily verification. The form depends on the work. The principle does not.

The objective is not to make a branch look more controlled. It is to make the important parts of the operation genuinely easier to keep under control.

The published sequence

Three distinct lanes.

They connect, but they are not interchangeable. Keeping the boundary between them is part of the discipline.

01

Diagnostic

What is operating under pressure. Recognition and structural description without pretending that observation grants authority to intervene.

02

Rules That Hold

Whether action is owned, bounded and safe. Authority, consequence, expiry, containment and the legitimacy of not acting where the gate is unmet.

03

Deliberate Design

How stability is built where authority already exists — across flow, checking, stock, dispatch, roles, signals, capability and daily control.
